Will 4.3.1 fix my bugs iPhone

Recently updated from 4.2.1 (which I had no concerns with) to 4.3 only to start having a few problems. 1st was that the update has shrunk most of my text tones to 1 second long! The option to tap 3 times on the home button to take me straight to iPod function has disappeared and the graphics have become noticeably jerky when opening up an App from the home screen. Anyone else had the same/similar? Did the 4.3.1 update resolve the issues? Any info would be great, thanks!
