Because you are going to be using your carriers bandwidth and they choose what phones can or cannot access for free and if they want to charge how much.

Because Verizon wants to offer it at an additional monthly fee.
Name another cell phone that has had the ability to share the phones cellular internet connection via wi-fi with another computer, etc. for years and the carriers that provided such a tethering option for free.
