Volume on for videos and music on even though iPhone4 set to silent

I am unsure as to when this happened exactly but the phone, being set to silent, still plays audio for music and videos. Games do not have this issue. I have checked the settings for both sound and iPod but could not locate anything that would cause this. I have turned my phone off to see if this will rectify the issue and have also found that it occurred prior to my upgrade to 4.3.1 so it is not an iOS issue.
I am flummoxed as to what the issue could be.
PowerBook G4 titanium, iMac 24", MacBook Air, iPod Nano 16 GB, iPhone4 32 GB Mac OS X (10.6.2)

When set to silent, iPhone doesn’t play any ring, alert, or effects sounds only(It does, however, play alarms set using Clock). This also has no affect on the iPod app.
