Using iPhone with WiFi only while traveling

I will be traveling to Europe in a few months and will be taking my iPhone4 with me. I want to avoid spending a fortune to use my phone while Im there and have the Line2 app (I will forward my normal calls to my Line2 number) and will pay for a months worth of service. I know that I can disable cellular data and data roming but I want to know if it is possible to ensure that my phone does not connect to any local cell networks and only connects to available WiFi networks, is this possible?

Turn on airplane mode, then turn on wi-fi:
