Turn off phone without turning off GPS iPhone 4

I hope you can help with a query.
Is there any way I can turn off the phone on the iPhone 4 without also turning off the GPS? Id like to be able to run with Runkeeper app on but without the distraction, battery drain and radiation of the phone. I understand that Flight Safe mode turns off the GPS chip so Runkeeper wont work. Is there a way round this?
