Tethering Creating Hotspot with your iPhone 4 or 3GS

With regards to the above, does anyone know how to setup their iPhone 4 or 3GS as a Hotspot?
I recently saw/tried this feature in the Google Android Phone. It was so easy to activate and the best part was that users nearby could gain (Secure) access through their devices (i.e. Phones, iPads, Laptops, etc) and connect/surf the internet.

iPhones have no MiFi hotspot capability as the hardware needed is not present in the phone. Regardless, It would not likely be allowed by most iPhone carriers; certainly not AT&T in the US.
