Safari keeps crashing on startup-help please iPhone

Safari is continuously crashing on startup; I have no web on my iPhone 4!
I have tried the basics, restarting, two-finger hard restart, clearing all of the Safari settings caches, clearing out some space. I have not tried restoring/resyncing (R/R). It takes forever and it may not work. If I have to I will.
I have had quite a few issues recently. My iPhone would ask to restored 3-4 times in the last couple of months. Then it said it couldnt make a back up to my Mac, which forced me to use an old backup from Christmastime... I was able to track down that issue, I deleted on my iMac the folder iPod Photos and then it would finally back up. Joy. But now this... I cant use Safari! I can use the browser within my radio app TuneIn Radio. Sooo I guess the Safari engine (?) is ok.. but the Safari app is not?
Im beginning to wonder if I have a bit of a dud iPhone 4
Please Obi-Wan come to my rescue.

Sorry I shouldve mentioned this... When it attempts to start up... theres a split second black screen, followed by the startup white Apple logo, with the animating spinner icon partially on top of logo... It stays like that for a 5-6 seconds, buzzes twice, and then returns to the sleep screen.

Go to Settings/Safari, scroll down and and clear history, cookies and cache. You probably have a toxic web page in the cache.

I tried that already, it did not work. Any other ideas?

If youve already done a Restore from backup your backup is corrupted. Do a Restore, but set up as a new phone.

Oh how crazy! I responded to your post via the link within the email, I clicked on the link and it opened up in Safari and I duly answered your helpful post not knowing I was actually in the browser already! So, I guess all is well now?! Thanks
