I could see that Android systems from your web browser, the file upload field is working properly.
You can upload photos to web gallery from a form which using the file upload field.
In contrast, in Safari for IOS is not possible, the file upload field goes off.
Is there any way to access the images from Iphone or ipad from Safari?
if not, it is planned to resolve this issue?

No. Most online galleries have a dedicated App for uploading pictures directly from an iPhone, or a unique email address to email photos to for adding to your gallery.
if not, it is planned to resolve this issue?
No idea. Apple rarely pre-announce their plans.

Its more to do with the fact that for security reasons iOS does not have a browsable file system like a computer. Each app only has access to its own file area.
There is an image chooser API built-in to iOS for selecting photos from the devices photo gallery, but even this is not invoked by HTML file upload elements.
