Only during the one initial warranty period, but that wont do you any good as it would only be valid in the US.
Where to go to repair of?
You need to return your phone to the US for all warranty & service work. Once fixed or replaced, the phone will only be returned to an address in the US.
None of the above really matters though. To get a US iPhone to work where you live required hacking your phone, thus voiding all warranty & support.
