Release Caller ID by prefixing 31 to dialed number iPhone 4

If you block the forwarding of Caller ID in the preferences you cannot allow Caller ID transmission to certain numbers in your phone book by prefixing them with *31#
I am aware that you can lock the transmission of Caller ID by prefixing 141 before the number. However I wish by default to suppress Caller ID other than a few numbers. This is the first phone in over 12 years that has not offered this function.
