Not connecting to WiFi or cell service iPhone

I have had the iPhone 3GS for a while, but the other day the battery died and I couldnt get the phone to charge. I took it into the store and had a Genius look at it, but they gave me a new one because there was nothing they could do. On this new phone, I am not getting AT&T coverage at all and WiFi is not working. Is this a hardware problem, or is there anything I can do to help?

Is your SIM card in the iphone?
Have you set it up/activated in itunes?
Basics from the manual are restart, reset, restore.
Have you tried all of these?

Yes, my SIM card is in the phone.
Yes, I have set it up/activated it in iTunes.
I have restarted and reset it many times. When I hooked it up to my computer, I restored it.
Yes, I have tried all of these. No, it still doesnt work.
