New Iphone but no service

I got a brand new Iphone, it is locked to Telus (Canada), but when I put the sim card in, it said no service. I tested the sim at different phone and it is working. I take it to the telus store and try everything but no luck. I even did a restore and still no luck, anyone has this problem? I just want to know if there is anyway to fix it? Or it will be an apple store service....
