Ever since I upgraded the firmware on my iPhone to the new 4.2 iOD, Ive noticed that when I hold down an icon (to move the icon), there is a lag at the point where it would become movable and wiggly and the deletion X will appear. I can remove my finger and there will be a half second or so before it becomes movable. When I press the home button to cancel the movability, there is also a delay. This did not used to be the case.

someone else reported this as well with 4.2 this is more then likely a bug that may be fixed in a future update if you want to try some things now you can
to be honest these are the solutions that may or may not work..
first thing I would try is rebooting the phone by holding the sleep/wake button and home button for 15 seconds until you see the white apple logo
if that doesnt work I would restore from backup and if that doesnt work I would restore as new if all else fails take it to your closest apple store they may replace the phone for a working one.

like you stated.. this is software related so new hardware would really not help anything. judging by all the previous updates apple has issued, the new features are increasingly harder on the phones memory, making animations lag and such.. we could hope this is corrected in 4.2.2
