i have a iphone 3GS and on the screen it comes up with a a lock symbol and a curved arrow around it and when i turn my phone on its side it doesnt rotate.. how do i fix it?

Double-press the Home button, swipe to the right, press the orientation lock icon at the left, then press Home.

Just press your home button twice and you will all the icons. Go to the last icon on the left...just tap that and your portrait orientation will be unlocked.
