I downloaded an app called badoo and the location arrow is permanently on even when the app isnt in use. Iv shut it down in all locations but arrow wont go. do i get charged data for this? im on o2

Hello and Welcome to Apple Discussions.
Try resetting your iPhone by holding down both the Home and Power/Lock buttons for at least 10 seconds. Do not slide the red slider when it appears.
Try deleting the app if this doesnt work.
