Hi, My fren has an locked iphone with OS 3.1.3 and firmware 5.12.01. If he has got phone in US then can he use the same phone in a country where another service provider gives Iphone on contract basis??
Are there any provision to unlock the 3.1.3 with 5.12.01 ??

No.
The iPhone is sold in the U.S. as carrier locked with AT&T only, and AT&T does not unlock an iPhone for any reason or under any circumstances.
