How to Make Video Call without FaceTime from iPhone 4

I would like to make a video call from my iPhone 4 just like the way all the 3G devices nowadays do (not using the FaceTime, Fring, Tango or Skype).
I want to make video calls to other smartphones using the below facility provided by my telecom service provider :

The above feature charges a nominal amount for the video calls, and does not require any data to make the call, and they are also quite good in quality.
Also, when my friend calls me using this feature from his Nokia C7, he gets the error The mobile phone you are trying to make a video call to, does not support it
For the record, Im using iOS 4.2.1.
Any help would be greatly appreciated.

Have you contacted your telecom service provider to see if their 3G video calls feature is compatible with the iPhone?

Since Apple has not launched iPhone 4 in India just yet, Im sure they will not know if it supports the iPhone 4. This is because I have asked them before for some other things, and they responded with a We dont know, sir.
However, Im sure it does support other basic 3G cell phones just like Nokia C7, and many other.

I called their Customer Service just now, and inquired about some of the 3G services. First, Mobile TV - Negative, iPhone 4 does not run their Mobile TV service, as of now.
Second, Video Calling - Positive. It supports Video Calling. But Im unable to use it.
