How can I avoid expensive data roaming costs when using Maps on holiday iPhone

Using Maps on iPhone whilst walking around new towns and cities whilst on holiday is a great way to get to know your way around and save time but Ive noticed how expensive it is due to data roaming charges and its usually impossible to rely on wi-fi availability when walking around unfamiliar towns. Is there a way of pre-purchasing the maps for a certain city so that you can leave your date roaming facility off and simply use the GPS function with a previously purchased map?? Or are there any other cost effective options?

You can buy a local sim card in the country you are visiting. It is much cheaper then.

If your iPhone is unlocked, yes.

Or you (depending on where you travel) could buy TomTom or similar, where the maps are stored in the phone. For instance, I have Western Europe on tap. And there is no need for any downloading, or wifi.
