Because, for now, FaceTime is only available over WiFi. Remember, better is in the eye of the beholder.

If. Why would you think that it is the better of the two?
I have had both ( at the same times) and noticed little to no difference at all.

Better coverage maybe, but verizon network is slower than att...so in a sense att should work better with facetime over 3g
