If I have an iPhone 4 and plan on purchasing the iPad 2, can I use the same phone number I have on the iPhone with the iPad to use Facetime?
How would I set up the same phone number on the iPad?

the ipad wont use a phone number. The ipad will use a email address there is no phone number ever associated with a ipad or a ipod touch

Then why is that when a friend called me using Facetime on their iTouch, the caller ID uses their contact number on my phone. Im confused... if I have their normal spring phone number as a contact, but when they call me using their iTouch Facetime, their contact phone number is showing up.

If there in your contacts it just reads that data, but calling to a device is a different thing. There is no phone number associated with a ipod touch or a ipad 2 it cant happen you have to use a email address im sorry thats just the way it works no other way to describe it
