Email to iphone but not pc then email to pc and no iphone

When I receive an email on my Laptop (Vista, with Windows mail) it will not show on the iphone, if i close Windows mail the email will come to iphone.
Thats correct. Thats the way POP3 email accounts work.
When an email has been downloaded from a POP3 server on one device/computer it is no longer on the server to be downloaded to another device/computer.
POP3 email accounts are old fashioned and not designed for accessing from multiple devices/computers.
If you want your email to be available to multiple devices/computers and stay in sync across all of them, you need to configure your email account as IMAP, instead of POP3.

Thats the way Pop accounts work. Pop is the oldest mail protocol, designed when folks only had one device/computer, thus it is really designed to access mail on only one device at a time. IMAP on the other hand is designed to access mail on multiple devices and keep all in sync. You really need to change to IMAP(if your provider offers such) or learn to live with the limitations of a Pop account.
