Cannot Connect to work WiFi with Static IP iPhone

My iPhone 4 (iOS 4.3.1) refuses to connect to my work wifi.
However i know my wifi on the phone works coz i use it at home.
The diff between my home and work WiFi is that my work WiFi requires a Static IP.
As soon as i put in the static ip and everything i connect to wifi but the little E (EDGE) sign on the top of the phone does not change to wifi bars. I know its not a signal problem coz the router is next to my desk. Both my Mac (OSX 10.6.7) and my Blackberry Curve 3G (BB OS 6.0) both connect to this router and work. 2 different IP addresses allocated to it for this purpose. one for the mac and one for my mobile devices. I turn off the wifi on my BB before using the iphone. but it still does not work.
