Bluetooth on iPad 1 16Gb WiFi iPhone 4 Mac Mini

Hi
Through work Ive recently acquired a brand new Mac Mini and a refurbished iPad 1 16Gb. I already own a 16Gb iPhone.
Im trying to get them to talk to each other via bluetooth, however Im getting absolutely nowhere.
The iPad wont find any bluetooth devices, neither will the iPhone4, however whilst the Mini finds both iPad & iPhone, it cannot successfully connect to either.
Both iPhone and iPad have iOS 4.3.1, Mac Mini has 10.6.7 and is using the bluetooth keyboard and mouse, which work fine with the Mini.
Both iPad & iPhone dont get any further than the Searching... / Now Discoverable screen. It just stays there, never finding any other devices, or each other.
Is anybody else having similar problems, or seen and solved this issue before?

Also, Ive disabled all other wireless technology on each device, other than bluetooth, but that made no difference.

This is not a feature of any of these devices. They will not connect to each other.
The only exception is that you can use bluetooth for tethering where provided by the wireless provider and subscribed to by you.
What is it that you are trying to do?
