No Facetime in Settings iPhone 4

On my iPhone 4 I cannot find Facetime in settings-phone, it just gives my mobile no., then the calls menu. I am sure it was there before I updated to the current version; 4.2.1 (8C148). I am on Qtel in Qatar.
My Husband has the same phone but an earlier version and Facetime is on his phone.
I have restore through iTunes but its still not showing.
Has anyone got any advise.

At the request of your government, FaceTime has been disabled by Apple. That is why you no longer have settings for FaceTime. There are a number of governments in the Middle East that have requested FaceTime be disabled, your government is one of them.
